The Emergency Management and Civil Protection Act (EMCPA) establishes the province's legal framework for managing emergencies. Emergency Management Ontario is seeking input on five key focus areas to inform the development of a proposed modernized legislative framework:

  1. The scope of emergency and emergency management 
  2. A one-window approach to provincial emergency management coordination 
  3. Enhancing coordination between government, the broader public sector and external partners 
  4. Improving the consistency, quality and inclusivity of emergency management programs 
  5. Reflecting on how Ontario works with First Nations partners in emergency management 

This new framework would respond to an increasingly complex emergency landscape, be informed by best practices and lessons learned, and align with Ontario's emergency management vision (released in 2023). This may be an opportunity for municipalities to provide input into the management framework with lessons learned from COVID-19. 

The Province designed a discussion guide to help organize feedback (see more information in the button linked below). You do not need to answer all the questions in the guide and may choose to only answer questions that are of interest or concern to you. Responses from this engagement will help inform opportunities for how Ontario can modernize the emergency management legislative framework to strengthen the province’s ability to prevent, mitigate, prepare for, respond to and recover from emergencies.
