Revision of AMCTO Municipal Law Program

The Opportunity
AMCTO is seeking subject matter experts to collaborate on the revision of textbooks and course materials for the Municipal Law Program (MLP). This is a paid opportunity suitable for individuals who have deep expertise and significant practical experience in the municipal sector, and a desire to translate that knowledge into engaging educational materials.
Project Overview
MLP provides a foundation in municipal legal matters. It includes four courses (referred to as “units”):
- Unit 1: Introduction to Municipal Law
- Unit 2: Municipal Torts
- Unit 3: Municipal Contracts
- Unit 4: Municipal Land Related Law
This program is one of the four components of AMCTO’s Diploma in Municipal Administration (DMA). Each unit comprises a textbook, a series of assessments, marking guides, challenge exams, and PowerPoint slides. The subject matter experts for each unit will:
- Update course materials to reflect the latest developments in the municipal legal landscape
- Compose new supporting materials and incorporate real-world examples or case law, where needed, to help learners understand the content
- Make revisions based on feedback from current students, markers, and instructors
- Work with a reviewer, a copy editor, and AMCTO staff throughout the revision process to ensure the content is well structured and edited
- Work with AMCTO to develop assessments and learning activities that are practical and engaging, along with marking guides for markers and instructors
Qualifications
- Subject expertise in municipal legal matters related to the areas covered in each unit
- Experience in the municipal sector at the management level within a legal department (or equivalent experience)
- Strong understanding of municipal staff’s educational needs in relation to municipal law
- Excellent research and writing skills
- Ability to explain legislation, legal terms, and legal concepts in clear, plain language to an audience that has no legal background
- Ability to remain factual and objective when articulating complex, political matters
- Possession of a law degree (JD, LLB, or LLM)
- Previous experience developing educational materials is a plus
Timeline
- The deadline to submit an expression of interest for Unit 1 is 5:00 PM ET on Wednesday, August 10, 2022.
- The deadline for Units 2-4 has been extended to 5:00 PM ET on Wednesday, August 31, 2022.
Our intention is to select subject matter experts for Units 1 and 4 by the end of September 2022. The goal is to begin work on these units in November 2022 and complete them by July 2023. The work for Units 2 and 3 will begin in mid-2023. We aim to identify subject matter experts for these units by the end of February 2023.

AMCTO will identify a shortlist of respondents who meet the qualifications and select potential candidates for an informational interview. AMCTO may request the completion of a writing exercise after the interview.
