AMCTO’s education programs are evolving. Work with us to support the development of critical knowledge and skills among municipal professionals.

The Opportunity

AMCTO is seeking a subject matter expert to collaborate on the revision of the textbook, assessments, and other course materials for the Municipal Administration Program (MAP) Unit 3: Municipal Financial Management. This is a paid opportunity suitable for individuals who have deep expertise and significant practical experience in municipal finance, and a desire to translate that knowledge into engaging educational materials.

Project Overview

MAP Unit 3 is an individual course within our Municipal Administration Program, which provides the foundation that municipal professionals need to cope with the challenges and complexities of the municipal environment. This unit comprises a textbook, a series of assessments, marking guides, and PowerPoint slides.

The subject matter expert will:

  • Update content to reflect the current municipal landscape including the latest legislation, policies, practices, and trends.
  • Compose new content where needed to support learning objectives.
  • Make revisions based on feedback from current students, markers, and instructors.
  • Curate existing audio and video content, where possible and appropriate, to complement written content.
  • Work with AMCTO to develop assessments and learning activities that are creative, practical, and engaging, along with marking guides for AMCTO instructors.

  • Subject expertise in municipal finance and direct experience in the municipal sector at the management level.
  • Strong understanding of AMCTO members’ and students’ educational needs.
  • Excellent research and writing skills.
  • Ability to explain financial concepts in clear, plain language to a non-financial audience.
  • Ability to remain factual and objective when articulating complex, political matters.
  • Prior familiarity with MAP content is a plus.
  • Previous experience developing educational materials is a plus.

Our intention is to select a subject matter expert by the end of March 2022. The work will begin in April 2022 with the goal of completing the revised materials by October 2022.
