I think this is fairly common - used the municipal google search tool and found variation pricing based on type of vehicle. Here is an example from the city of London.

Does anyone have a policy on making donations to an employee's family on the death of a family member? This would include sending flowers or fruit baskets and/or monetary donations to charities of their choice. Do you include maximum amounts or does it depend on the circumstances? A copy of your policy would be appreciated!

Probably not helpful but I do remember AMANDA being used to track complaints - this was many years ago though so the software world may have changed. Sorry I couldn't be of more help...
