New research, released today by the Mowat Centre, explores the challenges that all three levels of government face when making large scale infrastructure investment decisions. In particular the paper argues that there is no consistent strategy across separate orders of government to support infrastructure planning, and that engagement with local governments, who own most of Canada's infrastructure, is particularly lacking.
