Minister of Municipal Affairs and Housing Announces Updated Provincial Policy Statement

Following consultations with municipalities, stakeholders and the public, Minister of Municipal Affairs and Housing Steve Clark today announced the updated Provincial Policy Statement (PPS). The updated PPS will come into effect on May 1st, 2020 and is issued under the authority of section 3 of the Planning Act.

The updated PPS changes include:

  • Ensuring there is an “appropriate range” and mix of housing options to accommodate residential growth for 15 years by maintaining the ability to accommodate residential growth; and where new development is to occur, maintain land with the capacity to provide at least a three-year supply of residential units.

  • Planning authorities will establish and implement minimum targets for affordable housing to low and moderate income households.

  • Ensure sewage, water, and stormwater systems are prepared for the impacts of a changing climate

The government also says the changes will not impact the Greenbelt.

Consultations on the new community benefits charge were also announced and AMCTO staff will review the proposals for municipal implications.
